EIF Catalyst Request for Startups Series: Credit for Prior Learning at Scale

36 million Americans have some college but no degree—and millions more have valuable skills from work, military service, or training programs that could translate to credit but can't afford to prove it.

Credit-for-prior-learning has been an idea in higher education for decades. The problem is execution. Today's CPL process is slow, inconsistent, and expensive. Students pay hundreds of dollars per course evaluation, with no guarantee of approval. Each institution maintains its own policies—credits accepted at one school may be rejected at another just miles away. Workers with military training, employer-sponsored certifications, or completed non-credit programs repeat coursework they've already mastered. The friction is high enough that many eligible students don't even try.

The cost is real. Working adults spend time and money on classes they don't need, extending time-to-completion and adding to student debt loads. For institutions, the failure to recognize prior learning means lower retention, longer time-to-degree, and missed enrollment from returning adults who look at the process and walk away. The policy environment is finally shifting—many states are mandating CPL expansion—but technology hasn't kept pace.

We're looking for startups building scalable, tech-enabled CPL solutions. Rapid assessment platforms verifying prior learning from work experience, training programs, military service, or non-credit courses in days, not months. Standardized equivalency engines creating transferable credit crosswalks across institutions, state systems, or multi-college networks. SIS and LMS integration enabling automatic credit posting without manual registrar intervention. Portable digital records that students can carry across institutions without requiring re-evaluation at each new school. ROI demonstration tools showing institutions the concrete retention and completion gains from CPL investment—the business case that gets budget approval.

We understand the policy landscape around CPL—state mandates, accreditation constraints, military articulation frameworks—and we've seen what's worked and what hasn't through our portfolio and dealflow. We can help founders identify which institutional buyers are actually motivated to move and how to structure pilots that lead to broader adoption.
